Unless otherwise prescribed by regulation, every permit shall be valid for not over one year, expire on the last day of March each year and may be renewed, with or without changes.
A permit holder shall provide the services his permit authorizes him to provide, on the conditions and by the means or systems prescribed by the regulations applicable to his permit. Notwithstanding any inconsistent provision of any general law or special Act, no person may act as carrier or provide the services of a means of transport or transport system for direct or indirect remuneration unless he holds the permit prescribed for that purpose by regulation.
